Town Manager

Michael W. Heavener

In May of 2000, my wife, Donna, and I came to Winslow when I accepted a position as the Town’s Police Chief.  Town residents quickly made us feel welcomed and within a short period of time Winslow felt like home.  In October of 2006 I ended my law enforcement career to become Winslow’s Town Manager.  Because my experience here had been so rewarding, I jumped at the chance to serve this community as Town Manager.  Both visitor and town resident alike say the same thing about Winslow: It is a great place to live, work and play”.

The Town of Winslow is viewed as a residential community with many special rural characteristics consisting of tracts of farm and forest land, open spaces and riverfront areas.  The Town includes a comfortable mix of commercial, industrial and residential sites, as well as, some resource protection zones.  We are located in Central Maine just 17 miles north-west of Augusta, the State Capital.

The Town operates under a charter initially adopted on March 10, 1969, providing for a Council/Manager form of government with a seven member Town Council.  The Council has all powers to enact, amend, or repeal rules, ordinances and resolutions relating to the Town’s property, affairs and government.  As the Town Manager my role is that of chief administrator for the Town.

As a full-service community the Town provides police and fire protection, sewer services, highway, streets and sidewalks, parks and recreation areas.  Quality public education is provided for grades K to 12 through the Town’s affiliation with ASO 92.  All of the School’s facilities are conveniently located here in town on one spacious campus.

In summary, the Town of Winslow can simply be described as a prosperous community representing people, pride and progress.
