On Monday, December 12, 2011, the Winslow Town Council presented a plaque to Town Councilor Roland L. Michaud (center) in recognition of his 31 years of service on the Town Council. Roland’s final term will expire on December 31, 2011. Roland has served in the Town of Winslow’s municipal government for 37 of the past 49 years. The following is a summary of Roland’s contributions to municipal government here in Winslow:

o From 1966 to 1968, Roland was appointed to the Town’s Budget Committee.
o In 1968 and 1969 he served as Town Moderator at the annual town meetings.
o In 1969 Roland was elected to the town’s first Town Council at a time when the town was transitioning from a Selectmen

form of government to the Council/Manager form of government. His leadership and commitment to good government was instrumental in the town’s successful transition to the new form of government. Roland has been serving on the Town Council for the following years totaling 31 years:

o 1969to1976–8years o 1979to1980–2years
o 1991 to 2011 – 21 years o 1991 to 2002 – Served as Council Chairman (12 years)

During his 31 years on the Town Council, Roland has played a key role in many of the Town’s successes. For example, in the beginning he served as the town’s first volunteer Parks & Recreation Director. As the Director, Roland constructed the VFW Memorial Playground on Clinton Avenue, which continues to be used today by neighborhood children. In the early 1990’s Roland’s leadership as Council Chairman helped guide the town through a very difficult period of time when a major employer left town and taking with it hundreds of jobs and considerable tax revenue. Today the town is financially healthy and many of our businesses continue to prosper.

In addition to serving his local government Roland has also made the following contributions to his community:

I Served 42 years on the Winslow Federal Credit Union Board I Served on KVCOG’s Board of Directors for many years I Served on the North Kennebec Regional Planning Commission
I Served as Explorer Scout Adviser & Scout Master I Served many years on the St. John Church Council & Other Church Committees I Served the St. John School in many ways

I Served several years as Winslow’s Senior Citizen Committee Chair
